The Michigan Department of Community Mental Health (MDCH) released the Revised Plan for Procurement of Medicaid Specialty Prepaid Health Plans in 2000, within which MDCH specified the size that a Community Mental Health must be to obtain a contract with MDCH for Specialty Health Care Services (Medicaid services.)

Ionia County Community Mental Health Authority (ICCMHA) was too small, and signed into an agreement with the Community Mental Health of Clinton-Eaton-Ingham, along with Gratiot County Community Mental Health, Manistee-Benzie Community Mental Health and Newaygo County Community Mental Health, to for the Community Mental Health Affiliation of Mid-Michigan.
